A city proper is a locality defined according to legal or political boundaries and an administratively recognized urban status that is usually characterized by some form of local government.

I think the statistics is wrong because there is no space for TOKYO in the Top 10 List. I can not agree with this

This list is most definetly wrong as there is infact 20+ megacities in the world. (Megacities being a city with more than 10 million people in it)

  poor idea. judge by the number of people per square kilometer and you will be shocked to see the cities mentioned by you are nowhere in the list

This list is probably just the actual inner city residents, not the whole metropolitan area and suburbs that make up the cities region. There are alot of cities near and well over 20 mill in metro population especially in Asia.

this list is obviously correct. Those who are telling that it is wrong are totally insane! The are still sticking tø the old reports!

Tokyo can’t be touched at over 32mil., way down at second at 20 mil plus is Seoul.
