Carlos Slim, the telecommunications tycoon who controls Mexico’s America Movil SAB (AMXL), is the richest person on Earth, according to the Bloomberg Billionaires Index, a daily ranking of the world’s 20 wealthiest individuals. On March 29, 2007, Slim surpassed Warren Buffett as the world’s second richest person with an estimated net worth of $53.1 billion compared to Buffet’s $52.4 billion. In April the company was fined $1 billion by Mexican regulators for monopolistic practices, but is appealing the decision.
